Phat Quang Pagoda Hoa Binh, also known as Hoa Binh Phat Quang Tu, officially began construction on May 11, 2009 (corresponding to the 17th day of the 4th lunar month, Year of the Ox), on the occasion of Vesak 2553 in the Buddhist calendar. The groundbreaking ceremony was attended and witnessed by many venerable monks, including Most Venerable Thich Thanh Tu, along with Venerables Thich Thanh Nhieu, Thich Quang Tung, Thich Thanh Dien, Thich Thanh Hung, Thich Duc Nguyen, and Thich Chieu Tue, as well as a large number of monks and nuns. The event also welcomed representatives of local authorities and more than 1,000 Buddhists from Hoa Binh and neighboring provinces, creating a solemn and reverent atmosphere.
